Who writes the closed captioning?

I was just wondering.. it is like a person or is it generated by a computer or what? I noticed it's really slow and sometimes it messes up.. like they miss things that were said, or words are misspelled. So I'm assuming it's a person sitting there typing all this stuff. Does anyone know?Who writes the closed captioning?
Most of the closed captioning is done by court reporters using software that translates the keystrokes from their steno machine into words. For live programming (e.g. News) the reporters work for a captioning service that is usually off site, listen to the dialog over a phone line and send the text back over a data line or the Internet.





For preproduced programming, the captions can be imported from the script and added during the last stages of production.
